Tom Clark – ChairTom received his BSc in Mining Engineering from the Colorado School of Mines as a member of the Class of 1972. He has been a pioneer in the field of Geostatistics since 1975. From 1988 to 1991 he sat on the Technical Advisory Subcommittee of the EPA’s superfund study of Clear Creek in Gilpin and Clear Creek Counties. As Chairman of the Board, he was a founding member of GCWIN since its inception in 2004. He sits on the Northwest Colorado Council of Government and is a member of the executive committee, and the Vice Chair of the Rural Resort Region. He is also a member and past Chair of the Colorado Municipal Leagues, serving on the Statewide Municipal Water/Wastewater Issues Committee. He is serving his second term as an At Large Member of the Colorado Basin RoundtableWater for the 21st Century. Additionally, he is the municipal representative to the Colorado Bark Beetles Cooperative and member of the Joint Ecology working group with the Front Range fuels Roundtable. Currently Tom serves as the Mayor of Kremmling, and has resided there since 1994. |

Kirk Klancke – Vice-ChairKirk is currently the manager for the Winter Park Ranch Water and Sanitation District, and the Silver Creek Water and Sanitation District. Besides sitting on the Grand County Water Information Network Board as Vice President, he is also involved with several other water related Boards. Kirk is also the President of the Colorado River Headwaters Chapter of Trout Unlimited. TU is a water conservation organization. Other water organizations that Kirk sits on are the Northwest Council of Governments Quality Quantity Executive Committee and the Colorado River Basin Roundtable. Kirk has lived in the Fraser Valley since 1971 and has been involved with water issues since 1986 when he was elected to serve on the Fraser Sanitation District Board of Directors. |

Katherine Morris – SecretaryKatherine started working as Grand County’s water quality specialist, a new position for the County, in July of 2007. She manages Grand County’s water protection and water quality monitoring activities. Prior to this she was busy as a new mother while obtaining her master’s degree in Environmental Geochemistry and working as a teaching-assistant/lab instructor/tutor in the chemistry departments at Colorado School of Mines, University of Colorado at Denver, and Red Rocks Community College. Katherine graduated from Mines in 2005, one year after moving to Granby with her husband and two boys. Katherine’s bachelor in English Literature comes from the Colorado College, 1989. Katherine is a fourth generation Colorado native and was an “Eskimo” riding the train to Winter Park to ski for years in her childhood. She has been an active volunteer for River Watch and for GCWIN since before she began her post at Grand County. |

Kathy Lewis – TreasurerKathy is currently a 2nd Term Trustee of the Town of Grand Lake, having served over 6 ½ years. She is also the town liaison for the Grand Lake Chamber of Commerce, and has been on the town Greenways Committee for over 20 years. As she goes about the town she sees the flowering of Grand Lake as evidence of her accomplishments on this committee in addition to all the help she has been able to give the town gardeners. Over 20 years ago Kathy and other Grand Lake women started a Christmas tradition called “Delicious Dishes”. Under Kathy’s leadership they have raised on average $5000 a year which is donated to the Grand County Resource Center. She has lived in Grand Lake for 25 years, and resides with her dog Molly and husband Barkylew. Her hobbies are gardening, cross-country skiing and snowshoeing, and feels at times she waits all winter for summer. |

Esther Vincent– Board MemberEsther is the Water Quality Manager with the Northern Colorado Water Conservancy District in Berthoud, Colorado. She completed her Masters degree in Civil Engineering in 1999 from the National Superior School of Hydraulics and Mechanics of Grenoble, France and is a registered Professional Engineer in the State of Colorado. She has been with Northern Water since 1999 where she started as an intern working on water resources planning and forecasting. Her responsibilities then expanded to the areas of water quality and water conservation. She now manages the District water quality program and leads its water conservation team. Esther is also on the board of the Big Thompson Watershed Forum and the Colorado Water Wise Council. Esther was born and grew up in Paris, France and went to college in the French Alps where she became an avid skier. She lives in Old Town Fort Collins with her son Liam. |

Tim Haynes – Board MemberTim has been the Environmental Coordinator with the Climax Molybdenum Company, at their Parshall facility, for the past six years. Climax is a subsidiary of Freeport-McMoRan Copper & Gold. His responsibilities include managing all aspects of environmental compliance associated with air, land, water and waste. He obtained his BSc in Environmental Restoration and Waste Management from Mesa State in 1999. Past positions include environmental consulting (Storm water and Spill Prevention, Control and Countermeasures) for the oil and gas industry in the San Juan Basin, and being a project manager for an environmental remediation/reclamation contractor. He has been a Grand County resident (intermittently) since 1976, and hobbies include anything and everything outdoors.

Doug Bellatty – Board MemberDoug currently is the Operator in Responsible Charge and Chief Operator for the Town of Granby, SSA and the Granby/Silver Creek Water & Wastewater Authority. He has an Associate’s degree in Pre-Professional Forestry from Paul Smith’s College of Forestry located in the Adirondacks of New York State. In addition, Doug has the following professional certifications: Level A Water, Level B Wastewater, Level 4 Distribution, and Level 4 Collection. He has been a board member since 2008 of the East Grand Water Quality Board. Doug has been a resident of Grand County since 1988 and is an avid western whitewater boater when the water is available. |

Paula Daukas – Board MemberPaula is the Manager of the Environmental Planning Section at Denver Water. She joined Denver Water in 2008 after 25 years working as an environmental consultant preparing environmental impact statements and permit applications for Section 404 permits, NPDES storm water and industrial discharge permits, and FERC hydropower licenses. Paula has experience in wetland delineation and mitigation, water quality monitoring, biological baseline studies, and development of water quality best management practices. Paula also serves as the Treasurer of the Rocky Mountain Chapter of the Society of Wetland Scientists. She has a Masters Degree in water resources management from the Yale School of Forestry and Environmental Studies. Paula lives in Denver with her husband and two teenage daughters, but spends a lot of time recreating in Winter Park where they own a condo. |

Martha Moore – Board MemberMartha has been with the Colorado River District since 2000 and currently is their Public Affairs Specialist, a position she has held since 2007. In addition to the traditional responsibilities associated with public affairs work such as arranging and conducting programs and public meetings, she heads the District’s website, coordinates the District’s participation in water festivals and water education camps on the West Slope. Martha also serves on the Information and Education Committee of the Upper Colorado River Endangered Fish Recovery Program, the State Affairs Committee of the Colorado Water Congress, the Public Affairs Committee of the Colorado Water Users Association and the Natural Resources and Water Committees of Club 20. |
